History

Blue Skye Construction, LLC is a locally based, award-winning Certified Business Enterprise founded in 2006 by long-time Washington, DC area residents Bryan “Scottie” Irving, George Mavrikes, and Scott Whittier. The firm was established to deliver high-quality general contracting, construction management, and consulting services grounded in integrity, disciplined execution, and a deep commitment to the District of Columbia.

In its early years, Blue Skye Construction built its foundation through community-based projects that strengthened neighborhood infrastructure and public spaces—including renovations at Wilson High School and Bancroft Elementary School, as well as park and playground improvements across the city. This early work shaped the firm’s Community First approach and established a track record of delivering reliable, high-quality results for public clients.

As the firm grew, Blue Skye intentionally scaled its capacity—expanding into complex public-sector work such as school modernizations, recreation facilities, design-build projects, and homeless and family stabilization shelters, including The Aya and Truesdell Elementary School (joint venture). At the same time, the company invested in growing its people—building inclusive teams, partnering with CBEs and LSDBEs, and developing a robust internship and workforce development pipeline to support long-term organizational strength.

Today, licensed and bonded, Blue Skye Construction is recognized for delivering projects safely, on time, and within budget, while remaining responsive to client goals and community needs.
